Dave Côté
President and CEO

Mr. Côté is an accomplished technology executive with nearly 30 years of success in growth-oriented, high technology environments from start-ups to publicly traded companies. Mr. Côté served as CEO and president of Packeteer, a publicly-traded communications company specializing in WAN optimization, from 2002 to June 2008 when it merged with Blue Coat. From 1997 to 2002, Mr. Côté was General Manager and Senior Vice President, Worldwide Marketing for IDT, where he founded and grew a major new division and executed a successful repositioning of the company. Previously, he held marketing leadership positions at ZeitNet (sold to Cabletron) and earlier at SynOptics (Nortel Networks), where he was a key contributor to the company’s accelerated growth. Prior to that, Mr. Côté spent ten years at Apple Computer in a number of marketing roles.

Bruce Bromage
Executive Vice President & General Manager, Timing, Test and Measurement Division

Dr. Bromage joined Symmetricom in April, 2002 as Vice President, Strategic Planning and Alliances. Prior to joining Symmetricom, Dr. Bromage was employed by Hewlett Packard where he was Director of Business Development as well as General Manager of Embedded Systems. He has also served as a Program Manager with Hughes Aircraft Co. and Member of Technical Staff for Bell Laboratories. Dr. Bromage holds a Ph.D. in Cognitive Science from the University of California, Santa Barbara.

James Armstrong
Executive Vice President & General Manager, Telecom Solutions Division

Dr. Armstrong joined Symmetricom in 2006 as vice president of engineering and now serves as the EVP & GM of the Telecom Solutions Division. Prior to joining Symmetricom, Dr. Armstrong was president of Movidis, Inc., a privately held company that develops high-performance networking equipment for OEM and enterprise markets. From 1998-2002, he served as vice president of software development at DIVA Systems, a provider of interactive, on-demand television products and services. Dr. Armstrong holds a Ph.D. in electrical engineering from Purdue University and a Bachelor of Science in electrical engineering and computer science from Princeton University.

Justin Spencer
Chief Financial Officer
Mr. Spencer joined Symmetricom in September 2008 as Chief Financial Officer, bringing broad financial and operational experience. Prior to Symmetricom, Mr. Spencer served as Chief Financial Officer at Covad Communications overseeing financial, accounting, human resources and corporate development. Prior to Covad, he worked for Hewlett Packard, helping to build its service provider business. Mr. Spencer has held positions in product management, business strategy, finance and corporate development in several industries including chemicals, financial services, healthcare, technology and telecommunications. Mr. Spencer received a bachelor’s degree in accounting from the University of Utah and a master’s degree in business administration from The Wharton School of Business.
Bill Minor
Executive Vice President, Global Human Resources

Mr. Minor joined Symmetricom in 2006, bringing over 25 years’ experience in human resources, business and finance. Prior to Symmetricom, Mr. Minor directed global human resource practices at Cypress Semiconductor Corporation. Previous to Cypress, Mr. Minor directed worldwide human resource strategies and programs for Lam Research Corporation. He also held senior-level human resource positions at KLA Instruments and the Electric Power Research Institute. Mr. Minor holds a Bachelor of Science degree in Business Administration from California State University at Hayward, and a Masters in Business Administration from Notre Dame de Namur University.

Greg Ruebusch
Executive Vice President, Global Manufacturing Operations

Mr. Ruebusch joined Symmetricom in August, 2007 as Vice President of Supply Chain. Since October, 2009,  he has served as the Executive Vice President, Global Manufacturing Operations.  Prior to Symmetricom, he served as the Director of Global Operations for the ELO division of Tyco Electronics, overseeing multiple facilities in Asia, South America, Europe and the United States.  Prior to Tyco Electronics, he was the Managing Director of GPR Associates, which specialized in international outsourcing.  Mr. Ruebusch started his career in finance where he worked at Hewlett-Packard as a Division Controller within the Computer Systems Group.  Mr. Ruebusch received a Bachelor of Science degree with an Accounting emphasis and a Master's degree in Business Administration from Santa Clara University.

Phil Bourekas
Executive Vice President, Marketing

Mr. Bourekas joined Symmetricom in 2009, bringing more than 20 years of technology experience including marketing, applications engineering, and product definition.  Prior to Symmetricom, Mr. Bourekas held a variety of executive positions at Integrated Device Technology, Inc. including leading IDT’s worldwide marketing group and management roles in the PC Audio, Internetworking Products and Advanced  Microprocessor divisions. Mr. Bourekas earned Bachelor of Science degrees in both electrical engineering and computer science, from the University of California at Irvine and holds 11 patents in the field of microprocessor architecture.
