Elizabeth A. Fetter
Chief Executive Officer

Ms. Fetter was appointed Chief Executive Officer in April 2013, after serving on the Company’s Board of Directors since 2002. She was formerly President, Chief Executive Officer, and a member of the Board of Directors of NxGen Modular LLC, a provider of modular buildings and assemblies, in 2011-12. In 2007, Ms. Fetter was the President, Chief Executive Officer, and Director of Jacent Technologies, a privately held supplier of on-demand ordering software solutions for the restaurant industry. Ms. Fetter was President, Chief Executive Officer and a Director of QRS Corporation, a retail supply chain and services company, from 2001 through 2004, when QRS was sold to Inovis Inc. She served as President, Chief Executive Officer and a Director of NorthPoint Communications Group, Inc. from 1999 to 2001. Ms. Fetter previously was Vice President and General Manager of the Consumer Services Group at U.S. West, Inc. and held various senior executive positions at Pacific Bell. Ms. Fetter holds an Advanced Professional Director Certification from the American College of Corporate Directors, a public company director education and credentialing organization. She is currently a board member of Quantum Corporation, a data storage company, and former Chairman of the Board of Alliant International University, a non-profit educational institute.

James Armstrong
Chief Technology Officer

Dr. Armstrong joined Symmetricom in 2006 as vice president of engineering and now serves as Chief Technology Officer for Symmetricom. Dr. Armstrong previously held the position of EVP & GM of the Communications Business Unit. Prior to joining Symmetricom, Dr. Armstrong was president of Movidis, Inc., a privately held company that develops high-performance networking equipment for OEM and enterprise markets. From 1998-2002, he served as vice president of software development at DIVA Systems, a provider of interactive, on-demand television products and services. Dr. Armstrong holds a Ph.D. in electrical engineering from Purdue University and a Bachelor of Science in electrical engineering and computer science from Princeton University.

Daniel Scharre
Executive Vice President, Products

Dr. Scharre joined Symmetricom in April 2010 as vice president of marketing & business development. He now serves as the Executive Vice President, Products. Dr. Scharre previously held the position of EVP & GM of the Government Business Unit where he was responsible for overseeing the growth and management of the company's time and frequency technology products that target the government, enterprise, science, aerospace and defense industries. Dr. Scharre has significant experience in a variety of technology companies in the communications and defense industries. Prior to joining Symmetricom, Dr. Scharre was CEO of Calient Networks, from 2007 to 2009. Previous roles include serving as CEO at Larscom and also at LOEA, and as a business unit director at Loral Western Development Labs. Dr. Scharre holds an MBA from Santa Clara University, a Ph.D. in physics from the University of California, Berkeley, and a Bachelor of Science degree in physics from the California Institute of Technology.

Justin Spencer
Chief Financial Officer

Mr. Spencer joined Symmetricom in September 2008 as Chief Financial Officer, bringing broad financial and operational experience. Prior to Symmetricom, Mr. Spencer served as Chief Financial Officer at Covad Communications overseeing financial, accounting, human resources and corporate development. Prior to Covad, he worked for Hewlett Packard, helping to build its service provider business. Mr. Spencer has held positions in product management, business strategy, finance and corporate development in several industries including chemicals, financial services, healthcare, technology and telecommunications. Mr. Spencer received a bachelor’s degree in accounting from the University of Utah and a master’s degree in business administration from The Wharton School of Business.

Bill Minor
Executive Vice President, Global Human Resources

Mr. Minor joined Symmetricom in 2006, bringing over 25 years’ experience in human resources, business and finance. Prior to Symmetricom, Mr. Minor directed global human resource practices at Cypress Semiconductor Corporation. Previous to Cypress, Mr. Minor directed worldwide human resource strategies and programs for Lam Research Corporation. He also held senior-level human resource positions at KLA Instruments and the Electric Power Research Institute. Mr. Minor holds a Bachelor of Science degree in Business Administration from California State University at Hayward, and a Masters in Business Administration from Notre Dame de Namur University.

Phil Bourekas
Executive Vice President, Marketing

Mr. Bourekas joined Symmetricom in 2009, bringing more than 20 years of technology experience including marketing, applications engineering, and product definition. Prior to Symmetricom, Mr. Bourekas held a variety of executive positions at Integrated Device Technology, Inc. including leading IDT’s worldwide marketing group and management roles in the PC Audio, Internetworking Products and Advanced Microprocessor divisions. Mr. Bourekas earned Bachelor of Science degrees in both electrical engineering and computer science, from the University of California at Irvine and holds 11 patents in the field of microprocessor architecture.

Juan Dewar
Executive Vice President, Global Sales & Services

Mr. Dewar joined Symmetricom in 2009, bringing extensive experience in global sales management. Most recently, Mr. Dewar was Vice President, Worldwide Sales at WildCharge, Inc., a start-up wireless charging technology company, and CEO/Senior Vice President of Global Sales and Services at Tira Wireless, which provides software technology and services to the wireless content industry. From 1996-2006, Mr. Dewar held a variety of sales and management positions at Sun Microsystems, Inc., including VP Media and Entertainment of Global Industry Sales. From 1992-1996, Mr. Dewar was Director of International Sales at Symmetricom. Mr. Dewar holds a degree in Chemistry from the University of Madrid.

Douglas J. Halbert, Jr.
Executive Vice President, Global Operations

Mr. Halbert joined Symmetricom in 2011, bringing over 30 years operations management experience, including over 20 years with Hewlett Packard and Agilent Technologies. Most recently he was Chief Operating Officer at Wagic, Inc. a consumer products and design consulting company, Senior Vice President of Operations at Brilliant Telecommunications and Executive Vice President of Global Operations and IT at Acterna. Mr. Halbert is a seasoned executive leader in building and managing all aspects of operations functions as well as customer service and quality. Mr. Halbert received a Bachelor’s of Science degree in mechanical engineering from Trinity College.
